Press Release
13 October 2023 (Friday)

The Rajasthan Electricity Transmission Corporation is outsourcing 183 grid sub stations vide order number 70 dated 9/10/2023, which Rajasthan Vidyut Karmachari Sangh strongly opposes. Rajasthan Vidyut Karmachari Sangh President Shri Sitaram Gupta said that although the Hon’ble Energy Secretary issued orders regarding Model Code of Conduct, the Transmission Corporation has done injustice to the employees by issuing a backdated order and giving 183 grid sub-stations on contract. The Transmission Corporation is being led to losses by outsourcing the grid sub-stations built by the hard work of its employees. To protest against this, a memorandum was submitted today to the Energy Secretary and the Chairman and Managing Director of the Transmission Corporation.

Shri Amit Malhotra, General Secretary of the union, said that if the tenders for the outsourcing of grid sub-stations are not cancelled, then the union will have to follow the path of agitation, the entire responsibility of which will be on the administration and the state government. The condition of the grid sub-stations given on contract earlier is very bad. Employees will be removed from the outsourced grid sub-stations and deployed elsewhere, which will affect them mentally and financially.

Subject: Regarding cancellation of tender for award of 183 grid sub-station clusters of Transmission Corporation despite implementation of Model Code of Conduct

Sir,

According to order no. TN-113 W.O.-141 P.70 dated 9.10.2023, tenders have been issued for handing over 183 grid sub-stations of the Transmission Corporation to private players via clusters. The union strongly opposes this. The Transmission Corporation has privatized many grid sub-stations via clusters earlier, and these sub-stations are in a deplorable condition. Corporation employees are made to work at several of these sub-stations, and private companies do not employ the prescribed number of trained employees, thus violating the standards issued by the corporation. This is harming the corporation and illegally creating profit for the private company.

Sir, the abovementioned order was issued on the day that the Vidhan Sabha Election Model Code of Conduct was implemented, i.e. 9.10.2023, which is in direct violation of the Model Code of Conduct. The order was published backdated on the corporation website on 12.10.2023. Corporation employees are working at all new sub-stations efficiently. Transferring these employees to other places is very unjust. On the one hand, the state government is accusing the central government of privatizing the assets of the states and opposing this. On the other hand, the state is privatizing the assets of its own department and handing over profit to private players, which the union strongly condemns and opposes.

The union demands that the abovementioned tender, issued on the day that the Model Code of Conduct was implemented, is cancelled, failing which the union will have to take agitational action, and the administration and state government themselves will be responsible for any resulting industrial unrest. Please note this.

Hargovind Sharma
State Joint General Secretary

Copy has been sent to Energy Secretary, Rajasthan Government, Jaipur, to get the above tender cancelled.
