Loco running staff of West Central Railway zone resolve to ensure that working hours comply with rules and other demands are met

Resolution on HOER rights

We demand our rights!

  • In each duty, ensure to sign off within 09 hours beyond 07.26. If relief is not given, do not perform unprotected railway work in a state of fatigue and exhaustion, do not work for even a second longer.
  • Do not receive call book before 16 hours of rest at headquarters every time without counting the hours of previous duty. Bring mobile into service only after 15.55 hours.
  • Don’t book calls before 8 hours of outstation rest. Don’t encourage the government to continue to fail to fill vacancies by doing other people’s work due to staff shortages and the temptation to get home early.
  • As per the attached chart, it is necessary to ensure that weekly rest is taken at the headquarters on the seventh day after every six days (16 hours rest in lieu of previous duty hours + 30 hours of uninterrupted weekend rest = total 46 hours of consecutive rest). If the weekend rest is broken before 46 hours, then go to duty only after taking a written memo for payment of monetary compensation, i.e., money for breach of rest at double the rate as per your salary for the number of hours in advance of duty call.
    Further, next time you return, take a weekly rest of 46 hours and do not take duty call before 46 hours.
  • After two consecutive night shifts, make sure not to take a third night shift. Otherwise, you could lose your life or your job due to the short naps.
  • You must return to headquarters within 36 hours, or you’ll never be able to spend quality time with your family. Work is considered as stopped only when you return to headquarters with a vehicle or spare.

HQ overshoot cuts into our HQ rest by 16 hours, which puts us in an under-rested condition. We will not go through HQ no matter how big the task/setting is.

Only when all running staff follow these rules will the administration fill the vacancies completely. Otherwise, you will keep being yoked like oxen to the plow, the cart, the mill, the threshing floor, the mortar and pestle, and be forced to work with a gag in your mouth. Are you oxen or technically qualified, educated running staff?

Financial Resolution:

  • Apply in three copies to get depressed 30% salary as per RAC formula of 1980.
  • Apply for arrears in three copies by keeping the rate of 20 days of Triple TA from 01.01.2006 in the formula of RAC 1980.
  • Press for a letter granting tax exemption of ₹31,600 on running allowance effective January 1, 2012. Submit a separate application in triplicate.
  • Tax exemption should be given on 70% of running allowance.

Remember, you should receive the value of your sweat before it dries. If your employer is dishonest, honestly protest to claim your rights and force them to surrender.
