HMS submits demands for restoration of the old pension, lifting of ban on creation of new posts and other demands at pre-budget consultation called by Finance Minister

Hon’ble Finance Minister Madam Sitaraman invited all leaders of Central Trade Unions on 20-11-2025 at 3 PM for pre-budget discussion. On behalf of HMS, Comrade Harbhajan Singh Sidhu, General Secretary submitted the following important demands:

  1. In the coming Budget announce restoration Old Pension to all Government, State Govt, PSUs etc w.e.f. from 01-01-2004.
  2. Lift the ban on creation of new posts on introduction of new work.
  3. Stop Surrender of 2% regular posts.
  4. Fill up 65 lakh vacant regular posts in all Departments to reduce the unemployment and also to fulfil the SDG-2030 of the UN Assembly commitment. Create decent Jobs for all in the country with decent wages by 2030.
  5. Reduce the period of commutation from 15 years to 12 years.
  6. Gratuity be increased from Rs 20 Lakh to Rs 25 Lakh after merger of 50% DA in to Basic Pay as per the order of 7th Pay Commission and increase all allowances accordingly.
  7. Income Tax relaxation of 100% on Running Allowance of all Running Staff.
  8. Income Tax be exempted of all salaried employees.
  9. 2% extra super Tax be imposed on super Rich people.
  10. Bonus ceiling be removed; bonus be given on actual wages.
  11. Amendment be made in Terms of Reference of 8th Pay commission to consider for revision of pension of all retired employees and family pension revision.
  12. Stop privatization of all Govt., PSUs and regular work in all Departments.
  13. Pre-condition on all business loans to create equal value new job creation to be imposed.
  14. Withdrawal of 4 anti-worker Labour Codes, stop attack on workers and farmers rights.
  15. Indian Labour Committee meeting to be called early to discuss all pending burning issues of workers.
  16. Sufficient Funds be allocated to Indian Railway to install anti-accident devices (Raksha Kavach) to stop railway accidents,
  17. Fill up 3 lakh vacant posts in Indian Railways to avoid accidents.

Also, gave memorandum including all other important issues of working class of the country.
