Central Council Meeting (CCM) Resolutions of AISMA
Recently, on 13th December 2025, All India Station Masters Association (AISMA) Central Council Meeting (CCM) was held in Vishakhapattanam. Many resolutions were passed in the CCM, which are given below.
It is important to note that the CCM resolutions concluded by warning the Railways administration that they will undertake many strong action programs, including strike, to achieve the demands being raised by station masters over the last many years.
Station masters (SM) cadre has huge number of vacancies across India. Over the years, the number of trains, the speed at which they operate, and the length of trains have increased a lot, but accordingly the assessment of increased number of SMs required to take care of the additional burden has not been done. One important resolution of the CCM calls for an immediate lifting of ban on recruitment of SMs.
SM cadre do not have a fixed weekly off just like many other operating cadres of Indian Railways. Sufficient leave reserve is also not provided for on-duty SMs. Hence, SMs are often unable to take even their sanctioned leave because there is no replacement available. One CCM resolution thus calls for provision of leave reserve to the tune of 30%.
Currently, there is a fixed number of posts in the two cadres of SMs: 60% in Level 6 and 40% in Level 7. Every 10 years, this is supposed to be revised to provide career progression to SMs. This cadre restructuring, which was due in 2023, has not yet been carried out. Thus, SMs are demanding immediate cadre restructuring.
Already excessively overloaded SMs are further loaded as some of them are assigned other commercial duties. One CCM resolution calls for stopping this practice.
The classification of SMs under Essentially Intermittent (EI) category under HOER (Hours of Employment Regulations) is not being upgraded in tune with increase in workload due to the increase in train services and allied duties. EI category has to perform duty of 10-12 hours daily. This not only increases stress on SMs but also endangers passenger safety. One CCM resolution calls for the abolition of such EI roster.

Central Council Meeting (CCM) Resolutions of AISMA held at Vishakapatanam, Andhra Pradesh on 13.12.2025:
(1) NDA for all Levels of SMs without ceiling.
(2) Lift ban on creation for Safety category post of SM, on par with Running staff.
(3) Abolition of EI Roster all over Indian Railways.
(4) Implement cadre restructuring for SMs from Nov. 2023 immediately all over IR.
(5) End discrimination to SMs in the combined interse seniority with TMRs for selection to Group B.
(6) Give good ambience to SM, SS & SMR Office and suitable nomenclature too that should conform to their actual duties and responsibilities.
(7) Bring Back Old Pension Scheme.
(8) Offload the Station Masters from Commercial Duties.
(9) Provide Leave Reserve to the tune of 30 percent.
(10) Give Supervisor TI and Additional SMs in accordance with RB Orders.
(11) Implement MACP from 01-01-2016.
(12) Parity for Kolkata Metro Railway Traffic Assistants/Supervisors on par with the Station Masters of IR.
(13) The house condemns the move to stop/recover the payment of Dress Allowance to Station Masters working as TI/MVI/DTIs violating Railway Board instructions for payment of Dress Allowance to the Unified Cadre of Station Masters as recommended by the 7th CPC.
(14) Resolved to go for strict action programmes including strike to achieve the above demands.
(15) Reorganisation of NED Division of SCR. CVP Sudhir Garud and JSG Vijay Patil are deputed for this.
