We wish to highlight one more example of how exactly the big capitalists execute their rule in our country. Read below to understand various developments vis-à-vis the draft of Electricity Act (Amendment) Bill 2025 (EAB2025).
More than 25 lakh power sector workers and crores of farmers and working people are vociferously coming out and demanding that the draft of EAB2025 be scrapped totally.
The government of India, on the one hand, is making a big show of its intention of putting it up for vote in the ongoing winter session of parliament. On the other hand, by an order dated 30th January 2026, the Power Ministry has constituted a Working group to so-called “examine comments / suggestions on the draft EAB2025” and to finalize the Bill draft.
Thus, on the one hand, a “show of democracy” in the form of “voting in parliament” is being planned, while on the other hand, behind the backs of power sector workers and crores of electricity consumers, the Bill is being finalized by a committee of bureaucrats. And who are the constituents of that committee? Well, all those people, including even the Director General of the All India DISCOMs Association, who are the strongest proponents and direct beneficiaries of privatization via EAB2025, are the members of the committee.
So this is how all the major policy decisions are taken in our country, by all the chosen representatives of big capitalists sitting in various committees, while we are told to believe that in our country, there is “democracy” because every bill is put up for vote in the parliament!

Power Engineers Raise Serious Objection to Working Group Formed to Finalize Electricity (Amendment) Bill 2025 – Warn of Nationwide Agitation if Employees and Engineers are Ignored
The All India Power Engineers Federation (AIPEF) has expressed strong objection to the Working Group constituted by the Ministry of Power to finalize the draft Electricity (Amendment) Bill 2025. The Federation has warned that any attempt to introduce the Bill in Parliament based on the recommendations of this Working Group will invite a nationwide agitation.
The All India Power Engineers Federation has stated that it has come to light that the All India DISCOM Association has submitted its comments on the Draft Electricity (Amendment) Bill, 2025 as a stakeholder.
The Federation has said that if the All India DISCOM Association has already submitted its comments on the Electricity (Amendment) Bill, then how can its Director General be included in the Working Group constituted to finalize the Electricity (Amendment) Bill? In such a situation, the very constitution of this Working Group becomes unconstitutional and it has no authority to submit any report.
This clearly reflects a case of collusion, and the Electricity (Amendment) Bill, 2025 is being used as a tool to privatize power distribution utilities across the country. This will not be accepted.
AIPEF Chairman Shailendra Dubey stated that the Ministry of Power issued an order on 30 January 2026, constituting the Working Group in a discreet manner. As per the order, the Working Group has been asked to submit its report within just 14 days of its constitution, which reflects undue haste on a matter of far-reaching national importance.
The Federation has strongly objected to the inclusion of the Director General of the All India Discoms Association in the Working Group. This organization is a private body registered under the Societies Act, and several of its office-bearers have been openly advocating privatization of power distribution. General Secretary of All India DISCOMS Association Sri Ashish Goyal is Chairman UPPCL & is openly advocating that Privatization is the only solution for financial sustainability of Discoms.
In a meeting held in November 2025 by All India DISCOMS Association, privatization was projected as the primary solution for addressing the financial problems of discoms.
The Federation has stated that if a private organization has been given representation in the Working Group, then national-level federations representing power employees and engineers working in the electricity sector must also be included.
AIPEF further stated that it appears the Ministry of Power is attempting to finalize the Electricity (Amendment) Bill in haste and introduce it during the second phase of the Budget Session of Parliament. Such a move will not be acceptable to the nearly 2.7 million power employees and engineers across the country.
If the concerns of power employees and engineers are ignored and the Bill is pushed forward, the Federation will be compelled to launch a nationwide movement, for which the responsibility will lie with the Government.
