Message of All India Loco Running Staff Association (AILRSA)
Dear Comrades,
On 2 December 2025, as per decision of CWC/AILRSA the loco running staff of Indian Railways will unite across the nation in a 48 hours Nationwide Hunger Fast in front of their respective crew lobbies. This is a historic and peaceful movement to safeguard not only our welfare but also the safety of millions of passengers who rely on us. Our demands are justified, humane, and essential for safe and efficient railway operations:
- Reduce excessive duty hours imposed on loco running staff.
- Implement proper rest norms as per scientific and operational needs Periodic Rest: (30 + 16 hours), Outstation Rest:( 8 + 2 hours), Headquarter Rest: (16 + 2 hours).
- Stop back-to-back night duties, which severely affect health, alertness, and operational safety. Restrict continuous night duty to two.
- Increase KMA by 25% with effect from 01.01.2024.
- Exempt 70% of the TA component in KMA from income tax, as it directly relates to duty-related expenses.
- Ensure that all running staff are brought back to their Headquarters within 36 hours from Outstation to prevent prolonged fatigue, social and family separation.
- Stop triangular working, which unnecessarily increases duty hours, fatigue, and outstation detention, and disrupts rest patterns.
- Immediate promote those Sr. ALP to LPG who have already completed DP course and waiting for promotion since a prolonged period.

This 48 hour nationwide hunger fast is a symbol of our unity, discipline, and determination. We are not demanding privileges, we are demanding safe working conditions, scientific rest, and basic human dignity, which are essential for safe train operations.
AILRSA calls upon every running staff member to participate with full solidarity and commitment. Let our collective voice echo across the nation and compel the administration to act responsibly.
