Resolution on ‘Employment, Manpower Policy and Protection of Workmen in Central Public Sector Oil Industry” at 6th Triennial Conference of Petroleum and Workers Federation of India, held on 9th & 10th May 2026 at Mumbai
In public sector oil and gas companies, the total number of employees has drastically reduced while the proportion of executives has steadily increased, Workmen posts are converted into officer category posts without any substantial change in nature of duties, responsibilities or financial benefits. In HPCL Visakhapatnam refinery, all workmen have been promoted to officer category. These steps are meant to deny overtime and other benefits to employees. More and more permanent and perennial jobs are getting outsourced. All these anti-worker measures need to be opposed.
