Subject: Immediate removal of the 12hour roster and reclassification of Level Crossing (LC) gates under HOER from “Essentially Intermittent” (EI) to “Continuous” – Reg.

Reference: Divisional Administration Notification / Document Number 159/06/2026 regarding reclassification of Level Crossing gates.

Respected Sir,

On behalf of the All India Pointsman Association (AIPMA), South Central Railway, we draw your attention to the official traffic census report submitted by the multidisciplinary inspectorial team regarding the listed Level Crossing (LC) gates under your jurisdiction.

The official figures provide solid evidence that the workload at these locations has completely changed, making the existing 12hour roster legally and operationally unsustainable. This matter can and should be resolved immediately through administrative classification adjustment, without the need for long court cases.

We present the following points for your immediate action:

  1. Clear evidence of multiplefold increase in traffic. The joint census conducted by the inspectorial team (which includes SSE/P.Way/ZB, SSE/S&T/VKB, and TI/VKB) confirms that the Train Vehicle Units (TVUs) at the listed gates have increased several times and have easily crossed the legal limit of 50,000 units.
  2. For example, the 7day census conducted between 04.02.2024 and 10.02.2024 at LC Gate Number 04 (at VKB–SSPD section KM 3/23) showed the following.
  3. Average road vehicles per day: 2588.32, Average trains per day: 25, Train Vehicle Units (TVUs): 64,708.

  5. Mandatory reclassification under HOER. As per existing Railway Board instructions and the Hours of Employment Regulation (HOER), any Level Crossing gate recording more than 50,000 TVUs must automatically be reclassified as a “Special Class Gate”. This statistical proof makes the following operational shift necessary: Roster change: The staff deployment category must be changed from Essentially Intermittent (EI) to Continuous. Duty hours: The difficult 12hour daily roster must be ended immediately and replaced with the standard 8hour daily roster so that staff do not suffer excessive fatigue and safety can be ensured.
  6. Final complaints and demands: Despite the multidisciplinary inspector team submitting these results months ago, the Divisional Administration has still not implemented the required reclassification for the listed 10 gates (including LC 03, 8/T, 29/T, 52/T, 07, 95, 18/T, 114/T, 04, and 44/T).

Therefore, AIPMA SCR strongly requests the Administration to:

a) Issue immediate orders to end the 12hour roster at these locations and implement 8hour shifts.

b) Change the duty hours of the gatekeepers/pointsmen posted at these gates with immediate effect.

c) Calculate and arrange payment of Overtime Allowance (OTA) for the extra hours worked by the staff beyond roster hours, with retrospective effect.

We hope the Administration will accept this clear documentary proof and resolve this genuine issue through mutual agreement for the welfare of the staff and for operational safety.
