Essential Instruction No. 02/2024
Subject: Regarding not booking running staff for two consecutive night duties of train operation and under-rest duty
Reference: Minutes of the weekly safety meeting of General Manager held on 04.06.2024
All Chief Crew Controllers, Chief Loco Inspectors and Traction Controllers are to be informed that in the weekly safety meeting of the General Manager held on 04.06.2024, the following instructions have been given to prevent incidents of accident/derailment/SPAD:
1. Avoid booking any Loco Pilot/Assistant Loco Pilot for 2 consecutive night duties of train operation.
2. If it is necessary to book any running staff for train operation, then try not to book Loco Pilots/Assistant Loco Pilots who have both performed their last duty in the night.
3. Regularly counsel all running staff not to accept duty calls when they are under rest.
4. All Chief Loco Inspectors should visit DFC sections for road learning and accordingly counsel the nominated/non-nominated running staff (not necessary, as no route of Lucknow Division is connected with DFC). All Chief Loco Inspectors should visit all sections in which their nominated running staff works and undertake road learning and counsel the nominated/non-nominated running staff accordingly.
5. Regularly counsel all Assistant Loco Pilots that if the Loco Pilot does not control the speed of the train while passing a yellow signal, then to avoid SPAD, the Assistant Loco Pilot should apply emergency brake by opening the RS valve.
6. To eliminate hesitation of Assistant Loco Pilots in applying emergency brakes by opening the RS valve, ensure that they are given practice of applying emergency brakes by opening the RS valve while on duty in the lobby.
Therefore, all Chief Crew Controllers, Chief Loco Inspectors and Traction Controllers are directed to ensure strict compliance of the above instructions.
