NCCOEEE Decision: All electricity employees and engineers should organize one-day national strike on 20 May 2025 against the privatization policy of central and state governments

The meeting was held on 8th April 2025 at Hydel Field Hostel, Lucknow, in which Shri Shailendra Dubey, Chairman, All India Power Engineers Federation; Comrade Mohan Sharma, General Secretary, All India Federation of Electricity Employees; Comrade Sudip Dutta, General Secretary, Electricity Employees Federation of India; Comrade Subhash Lamba; Comrade R.K. Dwivedi, President, Diploma Engineers Federation; Ratnakar Rao, General Secretary, All India Power Engineers Federation; Mahendra Rai, General Secretary, U.P. Bijli Karamchari Sangh; and office bearers of Sangharsh Samiti were present.
The meeting discussed the dire situation of India’s power sector due to the privatisation policy of the central and state governments. Despite the persistent and united agitation by all power workers and engineers of Uttar Pradesh, the government is not responding to start talks to resolve the issue. On the contrary, the UP power management has sped up the process by appointing 17 directors to start privatisation.
As per the decision of NCCOEEE and Sangharsh Samiti of Uttar Pradesh unions, a massive rally of 50,000 employees and engineers was organised. Chairman Krishnaiah Guru and Working President from Andhra Pradesh attended the rally and meeting. It is a matter of pride that in this long agitation, all the contractual employees of UP power sector are with the agitating force against the policy of privatisation. The rally of power employees was so huge and widespread that the traffic of the entire city was completely disrupted. It is well known that such a rally has never taken place in Lucknow before.
On behalf of AIFEE, I have suggested to all affiliated unions to properly organise contract workers, because without their strength our movement will not be successful.
Phase-wise agitation programme for UP powermen:
In the presence of NCCOEEE, the phase-wise agitation programme of Vidyut Karmachari Sangharsh Samiti was discussed and the following resolution was adopted.
“The constituents of NCCOEEE across the country will stand in full force in support of the agitating power employees and engineers of Uttar Pradesh. Any retaliatory attack or action against the power employees of Uttar Pradesh will be strongly opposed by 27 lakh power employees across the country.”
Detailed programme of the mass campaign:
Submission of memorandum to public representatives from 1st May, motor bike rally, relay hunger strike from 2nd to 9th May, work to rule from 14th to 19th May. On 20th May 2025. when power sector unions of all states will go on an all-India strike, UP power employees will hold a one-day massive dharna at all projects and offices. Instead of strike, they will do this kind of agitation because Hon’ble High Court Allahabad has banned strike and issued notice to all unions of UP. All state units except UP will go on a one-day strike on 20th May 2025. From 21st to 28th May, UP power employees will boycott work and protest.
If the Uttar Pradesh Government and the management of Uttar Pradesh power sector do not withdraw the process of privatisation and do not find an amicable solution through mutual dialogue, then all the employees and engineers will go on indefinite strike.
In support of the above agitation of Uttar Pradesh electricity workers, NCCOEEE has taken the following decisions:
- All the northern regional states will send their office bearers/workers to participate in the relay hunger strike to be held at Lucknow from 2nd May to 9th May 2025.
- All affiliated unions of NCCOEEE in northern region will ensure that the notice of the one-day strike on 20th May 2025 is issued to the State Government and State Power Sector Authorities by 5th May 2025.
- Northern region NCCOEEE components except Uttar Pradesh will organize massive demonstrations in their states on 14th May 2025 during lunch break in support of the struggling UP employees.
In the Lucknow meeting of NCCOEEE, the Uttar Pradesh government was appealed not to make it a matter of prestige but to immediately start tripartite talks with the agitating employees of the Uttar Pradesh power sector to stop the process of privatization. Any delay can have a long-term impact on the entire power sector of our country.
IMPORTANT
This circular is issued with the objective of enabling all state units to decide on an immediate organisational programme for a successful strike on 20th May. Accordingly, all units are to plan joint meetings of workers and engineers of Divisions, Circles, Zones, etc.
Soon we will send the draft of strike notice which is to be sent to the rower management of energy department signed by the General Secretary of the state unit on 5th May 2025.
Along with this, our demands will also be included for which we have decided to strike work. States have the freedom to add important demands of their power sector.
