Yet Another Betrayal of Loco Pilots and Assistant Loco Pilots by the Railway Administration!

 

Statement by All India Loco Running Staff Association (AILRSA)


The Railway Board has released the report of the Committee on the Implementation and Compliance of the Accepted Recommendations of the High-Power Committee (HPC). This report, supposedly focused on critical issues like outstation rest, headquarters rest, periodical rest, working hours, and compliance with HOER regulations, is nothing but another calculated attempt to deny Loco Running Staff their rightful dues.

In a shocking and deliberate distortion, the committee claims that headquarters rest is included in periodical rest. This outrageous interpretation limits total rest to 22 or 30 hours—a blatant violation of judicial rulings by the Honourable High Court of Karnataka and directives from the Regional Labour Commissioner. In doing so, the committee has shamelessly discarded legal mandates, placing itself above the law of the land.

This comes right after the Multi-Disciplinary Committee’s equally shameful report that denied the basic human need for meal and nature breaks, claiming they are “not feasible. This is a direct assault on Article 21 of the Constitution—our fundamental right to life and dignity.

Enough is enough.

These actions are not just policy oversights—they are cold, calculated moves against the well-being, safety, and dignity of Loco Pilots and Assistant Loco Pilots.

It is clear now: no committee, no report, no authority will protect our rights unless we, the workers, rise in unity and fight back.

The time to act is now.

Let us raise our voices. Let us organize. Let us demand what is legally and morally ours.
