AIPEF opposes grant of parallel licensing to private company in Haryana

Submission of All India Power Engineers Federation (AIPEF) to Haryana Electricity Regulatory Commission

M/s Eleven Power Private Limited has applied for parallel distribution licence in the revenue districts of Gurugram and Nuh of Haryana. Gurugram is one of Haryana’s most industrialized and economically important districts while Nuh district has been targeted for industrial and infrastructure development initiatives. That is the reason which makes both the districts attractive for private capitalist companies to profit from electric power.

The AIPEF, representing power engineers and electricity professionals working in Central and State power utilities across India, has submitted its objections to the application vide letter dated 19th June,2026. (Attached)

The key points for opposing parallel licensing application are:

  1. Dakshin Haryana Bijli Vitran Nigam Limited (DHBVNL) a state government-owned electricity distribution company is fulfilling its responsibility very well. Hence there is no need or justification for handing over distribution to any private entity.

  1. Such a parallel licensing arrangement would amount to privatization of profitable industrial consumers while leaving public obligations and financial burdens with DHBVNL.

  2. Parallel licensing in the same geographical area will lead to unnecessary duplication of infrastructure which is a completely unnecessary avoidable expenditure.

  3. DHBVNL currently ensures support to agricultural and other economically weaker sections through a cross-subsidy framework. Parallel licensing will destroy this framework thus leading to steep rise in per unit rate for farmers and others.

  4. Such an arrangement endangers current and future interests of workers of DHBVNL.

AIPEF’s opposition is very timely and valid. There has been a spate of such applications by private companies across the country. Hence there is an urgent need to mount an opposition to this onslaught all over India, not only by electricity workers but also by other workers’ and farmers organizations.
