Joint Kruti Samiti of 16 organizations of workers of Electricity Sector of Maharashtra had given a hunger strike notice to be held on 5th August to Chief Minister of Maharashtra. On 2nd August the Chief Minister assured the Kruti Samiti that meeting will be soon convened to discuss the charter of demands. Due to this reason the hunger strike was deferred and instead on 5th August gate meetings were organized all over the state of Maharashtra.
In a meeting held in front of Zonal office in Rasta Peth, Pune hundreds of men and women workers from across various departments and functions, denounced Maharashtra government’s privatization plans. The meeting was addressed by Comrade Pohekar of MSEWF, Vishwas Bhosale of Subordinate Engineers Association, Sanjay Ghodke of Maharashtra Rajya Magasvargiy Veej Karmachari Sanghatana, Ashok Pawar of Krantikari Line Staff Sanghatana, Tukaram Dimble of Veej Kamgar Mahasangh.
Comrade Dr. Pradeep from Kamgar Ekta Committee also attended to support the struggle. He distributed hundreds of leaflets which clarify the real motive behind IPO launching.
Comrade Pohekar in his speech pointed out that in the past when distribution in Chatrapati Sabhaji Nagar, Jalgaon and Nagpur was handed over to private companies as franchisee, they completely failed and distribution had to be taken back by Mahavitaran. Despite this bitter experience Maharashtra government is considering similar moves he said. He pointed out that the electricity consumers will be biggest losers of such privatization since the electricity tariff will then be decided by private companies. He also denounced formation of a separate company to supply electricity for agriculture, and also denounced decision to close down six thermal power plants of Mahanirmiti. He also explained why IPO of Mahavitaran and Mahapareshan is a major step towards total privatization of electricity distribution in Maharashtra.

Strong dissatisfaction among electricity workers against privatization of Maharashtra’s power sector
Strong sloganeering and gate meetings in front of all board and zone offices on August 5
For opposing the phased privatization of power generation, transmission and distribution companies in Maharashtra through franchising, parallel power license and IPO of Mahavitaran, Mahapareshan and Mahanirmiti, a joint action front of 16 organizations working in the power industry had given a notice of hunger strike on August 5, 2026 to the Hon. Chief Minister and Energy Minister.
However, the Hon. Energy Minister and Chief Minister had assured after a preliminary discussion with the delegation of the joint action front in Nagpur on August 2 that a detailed discussion on the pending issues of the power workers would be called soon, so the agitation of August 5 was suspended for the time being and gate meetings were organized in front of all Board and zonal offices to inform the workers about this.
A large number of workers gathered in front of the Pune zone office at Rasta Peth. The workers were addressed by the office bearers of various organizations, including Maharashtra State Electricity Workers Federation State Vice President, Com. Bhimashankar Pohekar, Maharashtra Rajya Magasvargiya veej Karmchari Sanghatan President, Shri Sanjay Ghodke, Veej Kamgar Mahasangh Working President Shri Tukaram Dimbule, Maharashtra Rajya Tantrik Kamgar Sanghatan (5059) Zone Secretary Shri Vilas Nimsatkar and Shri Ashok Pawar of Krantikari Line Staff Sanghatan.
Comrade Bhimashankar Pohekar mentioned that due to the bad experience of franchises in Chhatrapati Sambhaji Nagar, Jalgaon and Nagpur in the past, Mahavitaran had to take the responsibility of power supply to all three cities again. Also, private power companies will supply power in the future due to parallel power license using Mahavitaran’s power distribution network. But the maintenance and repair of the distribution network will remain with Mahavitaran and if there is even a slight delay in this, a huge financial penalty will be imposed. He mentioned that the arbitrary increase in electricity prices by private power companies will be a big pain for electricity consumers and the public in the future.
Recently, a power purchase agreement of 1600 Megawatts was signed between the Maharashtra government and a private power generation company, and in the public hearing on it, Mahanirmti Company was not given an opportunity to present its side. In fact, even though Mahanirmti Company prepared to present its side, pressure was put on the Chairman and Managing Director of Mahanirmti Company not to present it at the right time. The current agreement of six units of Mahanirmiti are due to expire in 2034. Applications seeking permission to build new units in place of these units have also been rejected.
A separate company has been created for agricultural consumers out of the Maharashtra Electricity Distribution Company and the Maharashtra government will bear the burden of the arrears of agricultural consumers of Rs 48,000 crore and its funding will be provided through government bonds. The Maharashtra Electricity Distribution Company has purchased electricity at a rate of four to five rupees and supplied electricity to agricultural consumers at a concessional rate and the amount of electricity purchased has already been paid to the electricity buyers. Therefore, it is necessary and appropriate for the Maharashtra government to pay the amount of Rs 48,000 crore to the Mahavitaran Company. But there is no clarity on whether this amount of Rs 48,000 crore will be paid to the Mahavitaran Company or not. If the government gives this amount of Rs 48,000 crore to the Mahadvitaran Company, then the Mahavitaran Company will not need to raise capital through IPO at all.
But it is clear that opportunities are being created to give access to private power sector by bringing IPOs in all three power companies through the back door. Five percent of this IPO will also be given to the employees of Mahavitaran Company at a concessional rate. But it is not a favor, but it is mandatory as per the Companies Act. But during the discussion, the Chairman of Mahavitaran Company is pretending that we are doing you a favor. It is a great misfortune for the power workers that the office bearers of some organizations are falling prey to this and are not participating in the agitation.
After pointing out that IDBI Bank and LIC are moving towards privatization through IPO in a similar manner, the Chairman of Mahavitaran says that we give our word that nothing like this will happen.
After the new agricultural company is formed, how many employees will be transferred to that company? What will be their service conditions? There is no clarity on this. The officials only say that there will be no change in the service conditions of the employees. A similar assurance was given to the employees when the electricity board was divided in 2005. But after that, all three power companies have imposed many unilateral decisions on the workers and made their future miserable.
The workers need to come out strongly against these arbitrary decisions of the Maharashtra government and the power company administration, which are plunging the power sector into the abyss of complete privatization, and appealed to the workers to be ready to fight on the streets if there is no positive discussion with the Honorable Chief Minister.

महाराष्ट्राच्या वीज उद्योगातील खाजगीकरणाविरोधात वीज कर्मचाऱ्यांचा तीव्र असंतोष
दिनांक पाच ऑगस्ट रोजी सर्व मंडळ व परिमंडळ कार्यालयासमोर जोरदार घोषणाबाजी व द्वारसभा
महाराष्ट्रातील वीजनिर्मिती पारेषण व वितरण कंपन्यांचे फ्रेंचाईसी, समांतर वीज परवाना, महावितरण, महापारेषण व महानिर्मितीचे आयपीओच्या माध्यमातून टप्प्या टप्प्याने खाजगीकरण करण्या याविरोधात वीज उद्योगात कार्यरत असणाऱ्या 16 संघटनांच्या कृती समितीने मा. मुख्यमंत्री तथा ऊर्जामंत्री यांना दिनांक 5 ऑगस्ट 2026 पासून उपोषणाची नोटीस दिली होती.
मात्र मा. ऊर्जामंत्री तथा मुख्यमंत्री यांनी दिनांक 2 ऑगस्ट रोजी नागपूर येथे कृती समितीच्या शिष्टमंडळा सोबत प्राथमिक चर्चा करून वीज कामगारांच्या प्रलंबित प्रश्नावर लवकरच सविस्तर चर्चा करण्यासाठी पाचारण करण्यात येईल असे आश्वासन दिल्यामुळे दिनांक ५ ऑगस्ट पासूनचे आंदोलन तूर्त स्थगित करण्यात आले व कामगारांना याची माहिती होण्यासाठी सर्व मंडळ व परिमंडळ कार्यालयासमोर द्वारसभा आयोजित करण्यात आल्या.
पुणे परिमंडळाच्या रास्ता पेठ येथील कार्यालया समोर कामगार प्रचंड संख्येने जमले होते. या कामगारांना विविध संघटनांच्या खालील पदाधिकाऱ्यांनी संबोधित केले, यामध्ये महाराष्ट्र स्टेट इलेक्ट्रिसिटी वर्कर्स फेडरेशनचे राज्य उपाध्यक्ष कॉ. भीमाशंकर पोहेकर, महाराष्ट्र राज्य मागासवर्गीय वीज कर्मचारी संघटनेचे अध्यक्ष श्री संजय घोडके, वीज कामगार महासंघाचे कार्याध्यक्ष श्री तुकाराम डिंबळे, महाराष्ट्र राज्य तांत्रिक कामगार संघटनेचे (५०५९) परिमंडळ सचिव श्री विलास निमसटकर व श्री अशोक पवार क्रांतिकारी लाईन स्टाफ संघटना.
कॉम्रेड भीमाशंकर पोहेकर यांनी मागील काळातील छत्रपती संभाजी नगर, जळगाव व नागपूर येथील फ्रेंचाईजीचा आलेला वाईट अनुभव, महावितरणला पुन्हा तिन्ही शहरांच्या वीजपुरवठ्याची जबाबदारी स्वतःकडे घ्यावी लागली. तसेच महावितरणचे वीज वितरणाचे जाळे वापरून खाजगी वीज कंपन्या समांतर वीज परवान्यामुळे भविष्यात वीजपुरवठा करतील. परंतु वितरण जाळ्याची देखभाल व दुरुस्ती ही महावितरण कडेच राहणार असून त्यात जराही उशीर झाला तर मोठ्या आर्थिक दंडाची तरतूद करण्यात आलेली आहे. मनमानी पद्धतीने खाजगी वीज कंपन्यांची होणारी वीज दरवाढ ही भविष्यात वीज ग्राहक व जनतेसाठी फार मोठी डोकेदुखी ठरणार असल्याचे नमूद केले.
नुकतेच महाराष्ट्र शासन आणि खाजगी वीज निर्मिती कंपन्या सोबत सोळाशे मेगावॅटचे वीज खरेदी करार केले असून त्यावरील जनसुनावणीत महानिर्मिती कंपनीला आपली बाजू मांडण्याची संधी दिली नाही. किंबहुना महानिर्मिती कंपनीने बाजू मांडण्याची तयारी करूनही ऐनवेळी ती न मांडण्याबाबत महानिर्मिती कंपनीचे अध्यक्ष तथा व्यवस्थापकीय संचालक यांचे वर दबाव आणण्यात आला. महानिर्मितीचे सध्या सुरू असणारे सहा संचाची वयोमर्यादा 2034 ला संपुष्टात येत आहे. या संचांच्या जागी नवीन संच उभारणीसाठी परवानगी मागणारे अर्जही फेटाळण्यात आले आहेत.
महावितरण कंपनी मधून कृषी ग्राहकांसाठीची वेगळी कंपनी तयार करण्यात आली असून कृषी ग्राहकांचा 48 हजार कोटींच्या थकबाकीचा भार महाराष्ट्र शासन उचलणार असून त्याची निधीची तरतूद सरकारी बॉण्डच्या माध्यमातून करण्यात येणार असल्याचे सूचित करण्यात आले आहे. महावितरण कंपनीने चार ते पाच रुपये दराने वीज खरेदी करून कृषी ग्राहकांना सवलतीच्या दारात वीज पुरवठा केला असून वीज खरेदीची रक्कम यापूर्वीच वीज खरेदीदारांना अदा करण्यात आलेली आहे. म्हणून 48 हजार कोटींची रक्कम महाराष्ट्र शासनाने महावितरण कंपनीला देणे आवश्यक व क्रमप्राप्त आहे. परंतु ही 48 हजार कोटींची रक्कम महावितरण कंपनीला देण्यात येईल किंवा नाही याबाबत स्पष्टता नाही. ही 48 हजार कोटींची रक्कम महावितरणला शासनाने दिले तर आयपीओच्या माध्यमातून भांडवल उभे करण्याची महावितरण कंपनीला अजिबात गरज नाही.
परंतु खाजगी वीज उद्योगांना मागच्या दाराने प्रवेश देण्यासाठी तिन्ही वीज कंपन्यांमध्ये आयपीओ आणून संधी निर्माण करण्यात येत असल्याचे स्पष्ट दिसून येत आहे. या आयपीओ चा पाच टक्के हिस्सा महावितरण कंपनीच्या कर्मचाऱ्यांनाही सवलतीच्या दरात दिला जाईल. परंतु ती मेहरबानी नसून कंपनी कायद्याप्रमाणे ते बंधनकारक आहे. परंतु चर्चा करताना आम्ही तुमच्यावर मेहरबानी करत असल्याचे महावितरण कंपनीचे अध्यक्ष भासवत आहेत. याला काही संघटनांचे पदाधिकारी बळी पडून आंदोलनात सहभागी होत नाहीत हे वीज कामगारांचे मोठे दुर्दैव आहे.
आयडीबीआय बँक व एलआयसी चे अशाच प्रकारे आयपीओच्या माध्यमातून खाजगीकरणाकडे वाटचाल होत असल्याचे निदर्शनास आणून दिल्यानंतर असे काही होणार नाही याबाबत आम्ही शब्द देतो असे महावितरणचे अध्यक्ष बोलून दाखवतात.
नवीन कृषी कंपनी निर्माण झाल्यानंतर किती कर्मचारी त्या कंपनीकडे वर्ग करणार? त्याच्या सेवाशर्ती काय असतील? याबाबत कोणतीही स्पष्टता नाही. अधिकारी फक्त हेच सांगतात की कर्मचाऱ्यांच्या सेवाशर्तीत कोणताही बदल होणार नाही. अशाच प्रकारचे आश्वासन 2005 ला वीज मंडळाचे विभाजन करताना कर्मचाऱ्यांना देण्यात आले होते. परंतु त्यानंतर तिनही वीज कंपन्यांनी मनमानी करून एकतर्फी अनेक निर्णय कामगारावर लादून त्यांचे भविष्य देशोधडीला लावले आहे.
महाराष्ट्र शासनाच्या आणि वीज कंपनी प्रशासनाच्या या मनमानी करून वीज उद्योगाला संपूर्ण खाजगीकरणाच्या गर्तेत लोटणाऱ्या निर्णयाविरोधात कामगारांनी प्रचंड ताकतीने उतरण्याची गरज असून माननीय मुख्यमंत्री यांचे बरोबर सकारात्मक चर्चा न झाल्यास रस्त्यावरची लढाई करण्यासाठी कामगारांनी सज्ज राहावे असे आवाहन केले.
