Report by Kamgar Ekta Committee correspondent based on inputs received from Comrade Ganapathy V.S.R.K. , General Secretary of APEEU

The Andhra Pradesh Capital Region Development Authority (APCRDA), is a statutory body established by the Government of Andhra Pradesh (AP), with legal powers relating to planning, land, development, financing and urban services in the capital region of Andhra Pradesh. On 10th September 2026, APCRDA issued an Expression of Interest (EOI) inviting private entities to establish and operate an electrical distribution network, including distribution and retail supply of electricity, in Amaravati Capital City. EOI/bid closing date is 12th October 2026.
Currently, the Andhra Pradesh Central Power Distribution Corporation Limited (APCPDCL), one of Andhra Pradesh government’s electricity distribution companies (DISCOMs), is handling distribution of electricity in the central part of Andhra Pradesh, including areas covering the Amaravati/Guntur region. The APCRDA floated EOI is thus an open declaration that the AP government, currently formed by Telugu Desam Party and Jana Sena Party, have decided to push their plan of privatization of power sector in Andhra Pradesh.
If this attempt is allowed to succeed then it will surely open the flood gate for privatization of electricity distribution in all major cities and industrial areas of Andhra Pradesh. It is by now well established that such privatization will definitely mean steep increase of power bills for working people and farmers of Andhra Pradesh.
Realising this, the A.P. State Power Employees Joint Action Committee (APSPE-JAC) has declared its opposition to this move. In a letter dated 8th October, addressed to The Chief Secretary to Government of Andhra Pradesh, the APSPE-JAC has demanded that the proposed EOI issued by APCRDA be kept in abeyance and the responsibility of distributing electricity to Amaravathi be retained with government’s DISCOM, APCPDCL. (Letter attached)
It is necessary that all the working people and farmers and other consumers of Andhra Pradesh, unite with APSPE-JAC and defeat the privatization plan of the Andhra Pradesh government.
