Honourable Shri Bhupesh Baghel
Chief Minister, Government of Chhattisgarh
Raipur

Sub: Hearty congratulations for the commendable work of merging two power companies. All power companies should be consolidated in the larger interest of the power industry.

Sir,

Under your successful leadership, the Government of Chhattisgarh has done the commendable job of merging Chhattisgarh State Electricity Holding Company with Chhattisgarh State Electricity Transmission Company Limited and merging Chhattisgarh State Electricity Trading Company Limited with Chhattisgarh State Electricity Distribution Company.

For this, the Maharashtra State Electricity Workers Federation affiliated to the All India Federation of Electricity Employees expresses its heartfelt gratitude towards you and congratulates you on behalf of 86,000 electricity employees and engineers of Maharashtra for this commendable work.

It is our request to you that the remaining three power companies now working in Chhattisgarh should also be merged in the interest of Chhattisgarh’s electricity industry, government and general public.

It is noteworthy that in the Electricity Act 2003, there is no provision for the fragmentation of the electricity board. In the Electricity Act 2003, only corporatisation has been mentioned. With this view, KSEB Limited and HPSEB Limited have been formed by incorporating State Electricity Boards in two provinces of the country, Kerala and Himachal Pradesh, respectively. This has resulted in qualitative improvement in the power system in both these provinces and has also saved administrative expenses that were earlier required for the separate corporations. From this point of view, it would be appropriate to integrate all the power companies in Chhattisgarh and form a single electricity corporation.

Therefore, my organisation requests you to kindly form CSEB Limited, like KSEB Limited and HPSEB Limited, by merging the power corporations in Chhattisgarh.

Respectfully,
Comrade Krushna Bhoyar
General Secretary
Maharashtra State Electricity Workers Federation
