Workers and farmers will organize joint campaign, massive conventions and rallies against Draft Electricity (Amendment) Bill 2025

In a historic meeting, the national leadership of the National Coordination Committee of Electricity Employees & Engineers (NCCOEEE), the Joint Platform of Central Trade Unions, and the Samyukt Kisan Morcha (SKM) assembled on 14th December 2025 at B.T. Ranadive Bhawan, New Delhi. The meeting was called to build broader unity and coordinated action among the major stakeholders of the electricity sector – the employees and the consumers – to protect the right to electricity and the energy security of our country.

The meeting was presided over by Dr. Darshanpal Singh, Shri Mohan Sharma, and Shri Vidya Sagar Giri. It was attended by senior leaders of the NCCOEEE, Central Trade Unions and the SKM. The meeting took serious note of the ongoing attacks being unleashed on the working people and the peasantry of our country. The discussion focused on the privatisation of electricity, prepaid smart metering, and the Draft Electricity (Amendment) Bill, 2025. The leaders expressed serious concern over the adamant attempts of the Uttar Pradesh Government to privatise the Purvanchal and Dakshinanchal Vidyut Vitran Nigam Limited.

It was also brought to notice that the Government may push amendments to the Atomic Energy Act and the Civil Liability of Nuclear Damage Act during the current session of Parliament. The meeting unanimously raised the following demands before the Central Government:

  • Immediate withdrawal of the Draft Electricity (Amendment) Bill, 2025.
  • Immediate withdrawal of the proposed amendments to the Atomic Energy Act and the Civil Liability of Nuclear Damage Act.
  • Immediate stoppage of the installation of prepaid smart meters.
  • Withdrawal of all existing privatisation or franchisee models in generation, transmission, and distribution, namely in Chandigarh, Delhi, and Odisha.
  • Immediate cessation of privatisation attempts of PVVNL and DVVNL in Uttar Pradesh.
  • Retention of cross-subsidy and universal service obligation; protection of the right to electricity for farmers and all other sections of consumers.
  • Ensuring concrete steps to reduce electricity tariffs across the country.

The NCCOEEE, the Joint Platform of Central Trade Unions, and the SKM have decided to organise demonstrations across the country if the amendments to the Atomic Energy Act and the Civil Liability of Nuclear Damage Act are placed before Parliament.

Against the privatisation of electricity and the Draft Electricity (Amendment) Bill, 2025, a joint campaign of the NCCOEEE, the Joint Platform of Central Trade Unions, and the SKM, along with massive conventions and rallies, will be organised across the country during the months of January and February 2026.

The electricity employees and engineers, under the banner of the NCCOEEE, will march to Delhi on 18th March 2026. The NCCOEEE appeals to all workers’ and farmers’ organisations to participate in support and solidarity.

In spite of all these actions, if the Central and State Governments do not roll back the privatisation attempts and withdraw the Draft Electricity (Amendment) Bill, 2025, the electricity employees and engineers will be compelled to resort to sectoral strike action.
