Appeal of All India Power Engineers Federation (AIPEF) to all power engineers & employees across India
The fight against privatization of Haryana’s power sector has reached a critical stage. Power employees and engineers of Haryana are compelled to go on three days statewide strike from 11 August (Midnight of 10 August) to 13 August 2026, following the failure of repeated discussions, including talks with the Power Minister of Haryana.
The All India Power Engineers Federation (AIPEF) has issued a call to power sector engineers and employees in every state and every utility across the country to remain fully prepared for solidarity actions in support of Haryana electricity workers.
Power sector employees across the country will express their solidarity by organizing demonstrations during Lunch hour as soon as Haryana strike begins on 11th August.
The fight by Haryana electricity workers is not merely about one state or one set of employees, but it is about:
- Whether public electricity distribution will remain a public service or gradually be converted into a market dominated by private interests.
- Protecting the interests of consumers, farmers, employees and the public electricity system.

STAND WITH HARYANA POWER ENGINEERS & EMPLOYEES — BE READY FOR SOLIDARITY ACTION
The situation in Haryana’s Power Sector has reached a critical stage. The Power Employees and Engineers of Haryana are compelled to go on three days statewide strike from 11 August (Midnight of 10 August) to 13 August 2026, following the failure of repeated discussions, including talks in which the Hon’ble Power Minister of Haryana participated.
The two major issues behind the strike are matters of serious national concern:
1. PARALLEL DISTRIBUTION LICENCE IN GURUGRAM & NUH
An application has been made by Eleven Power Company, associated with the Medanta Group, for a parallel distribution licence in the Gurugram–Nuh area.
The company does not have an established track record of experience in the power distribution sector. There are serious concerns among power employees and engineers regarding the larger interests and corporate interests that may ultimately stand behind such a proposal.
Parallel distribution licences are nothing but a backdoor route to privatisation of the power distribution system. They can lead to cherry-picking of profitable consumers and profitable areas, while the public DISCOM continues to carry the obligation of serving rural, agricultural and less remunerative consumers.
2. SEPARATE AGRICULTURE DISCOM — A STEP TOWARDS DISMANTLING THE EXISTING DISCOMS
The proposal to create a separate Agriculture DISCOM in Haryana is equally disturbing.
Haryana has already achieved 100% separation of agricultural feeders. Therefore, the creation of a separate Agriculture DISCOM raises serious questions about its actual objective.
The apprehension is that such restructuring could facilitate the eventual fragmentation, corporatisation, disinvestment and privatisation of the remaining public DISCOMs, including their possible future listing on the stock exchange.
This is not merely an administrative restructuring. It has the potential to fundamentally alter the ownership and character of Haryana’s public electricity distribution system.
AIPEF CALLS FOR NATIONAL SOLIDARITY
The All India Power Engineers Federation (AIPEF) and the National Coordination Committee of Electricity Employees and Engineers (NCCOEEE) have already appealed to the Hon’ble Chief Minister of Haryana to personally intervene and announce withdrawal of both proposals concerning:
❌ Parallel Distribution Licence
❌ Separate Agriculture DISCOM
Such an intervention is urgently required to prevent industrial unrest in Haryana’s power sector.
Several other long-pending genuine demands of Haryana’s power engineers and employees also remain unresolved.
Despite repeated discussions, the latest round of talks has ended without any concrete outcome, leaving the situation extremely challenging.

AIPEF calls upon power engineers and power employees in every State and every utility across the country to remain fully prepared for solidarity action in support of our colleagues in Haryana.
As soon as the Haryana strike begins, Lunch Hour Demonstrations will be organised on 11 August 2026 at all appropriate locations across the country to express our solidarity with the striking power engineers and employees of Haryana.
