Report by All India Loco Running Staff Association (AILRSA) Central Working Committee (CWC)
The CWC of the AILRSA held at Hotel Ganga Paradise, Bhopal, in the West Central Railway on 21st and 22nd July 2024 decided an action program on the following demands.
DEMANDS
- Allow 16 hours headquarters rest along with 30 hours Periodical Rest (PR)
- Restrict the duty hours to 8 hours for goods trains and 6 hours for super-fast trains.
- Restrict outstation detention to 48 hours, pending the reduction further to 36 hrs.
- Restrict consecutive night duties at a stretch to 2 nights.
- Enhance the running allowance rate by 25% from 1.1.2024, when DA became 50%.
- Scrap decision to entrust trolley bags with tools to the loco running staff. Provide all equipment in the loco cabin including the FSD, as per the RDDO design.
- Remove financial discrimination against Loco running staff on Pay, Income Tax, 30% ALK, NDA etc.
Program of action
- Convention at all branches between 20/08/24 and 27/08/2024
- Lobby demonstration on 3rd September 2024 at all depots.
- Demonstration to be held before the DRM office on 24th September 2024.
- Mass demonstration before respective GM’s office on 18th October 2024.
All these programs must be conducted with massive participation, releasing wall posters, flex boards etc. for each program and the media should be invited in all programs to have maximum news coverage in local newspapers and in visual media. A detailed notice explaining the necessity of the demand should be released by the zone and distributed among the members.
From 1st November 2024, all the Loco Pilots including those who are working in links and the Asst. Loco Pilots should give a letter to the Chief Crew Controller of the depot, whenever PR is allowed or PR becomes due, in the following format.

I was sanctioned with PR. My PR of 30 hrs will start after completion of HQ rest of 16 hrs.
Therefore my rest will clear only at —– hrs on ——-.l may be called for duty thereafter.
If I am called for duty before completion of the rest of 16+30 hours, I may be allowed with “payment of compensation in lieu of the Headquarters rest at a rate which would be twice the normal rate of wages,” as ordered by the Regional Labour Commissioner (RLC)/Bangalore, for the number of hours my rest has forgone.
