Signal and Telecom employees of Indian Railways will observe June 24 as “Demand Day”

Message from Shri Alok Chandra Prakash, General Secretary, Indian Railway Signal and Telecom Maintainers Union (IRSTMU)

IRSTMU is going to celebrate 24 June 2026 as “Demand Day” to bring attention to the basic problems of Signal and Telecom employees.

The Indian Railway Signal and Telecom Maintainers Union (IRSTMU) came into existence on 24 June 2016. To mark this occasion, at the call of General Secretary Shri Alok Chandra Prakash, all Indian Railways Zones, Divisions, S&T Workshops, S&T Factories, S&T Production Units, and all S&T Construction and S&T Maintenance employees will observe 24 June 2026 as “Demand Day” in support of their following key demands:

1. Risk and hardship allowance should be given to all employees of the Signal and Telecommunications Department as soon as possible.

2. Night Duty Failure Rectification Gangs should be established in all SSE units as soon as possible.

3. Violations of HOER 2005 rules should be stopped as soon as possible and Para 3.8.2 (b) and Para 3.8.5 (a) of SEM should be amended to replace “A Technician (Signal)” with “The ON DUTY Technician (Signal)” with immediate effect.

4. Keeping in mind the safety and security of the Railways, all the employees of the Signal and Telecommunications Department should be given 8-hour shift duty as soon as possible, and calling employees who are sleeping at home at night in case of signalling failure should be stopped as soon as possible.

5. All vacancies in the Signal and Telecom Department should be filled as soon as possible.

6. In the 8th Pay Commission, the three categories of Technician category of Signal Department, Technician Signal Grade-1, Grade-2 and Grade-3, should be merged into a single category “Signal Interlocking Manager” and the initial basic level should be made – 6 GP: 4200/-.

7. In the 8th Pay Commission, the three categories of Technician category of Telecom Department, Technician Telecom Grade-1, Grade-2 and Grade-3, should be merged into a single category “Telecommunication Manager” and the initial basic level should be made – 6 GP: 4200/-.

8. Like track maintainers and pointsmen, all the assistant technicians (helpers) of the Signal and Telecommunication Department should also be reclassified to Level – 1, Level – 2, Level – 4 and Level – 5.

9. In the 8th Pay Commission, all JEs of Signal and Telecom Department should be given Initial Basic Level 7 and should be gazetted.

10. In the 8th Pay Commission, all SSEs of Signal and Telecom Department should be given Initial Basic Level 8 and should be gazetted.

11. All the JEs and SSEs of Signal and Telecom Department should be given compensatory rest in lieu of not being able to rest on the rest day.
