Preparations are being made by the Haryana Government to form a new company, Haryana Agri Discom, but agricultural feeders in Haryana are already separate and all their work is carried out through tenders; therefore, there is no need for this Agri Discom. This is being done so that the privatization of the remaining discoms becomes easier.

Granting parallel electricity distribution licenses is clearly a step toward privatization. The opposition to both these steps is justified and deserves support.

Subject: Notice of a 3-day nationwide/statewide strike on 11, 12, and 13 August against the privatization of the power sector and regarding the pending demands of employees and engineers.

Sir,

Through this letter, the Haryana Electricity Employees and Engineers Joint Action Front wants to bring to your notice that earlier when the Haryana State Electricity Board was unbundled, it was said that the formation of corporations would improve electricity management and benefit revenue to the department as well as consumers and employees. However, on the contrary, instead of improvement, departmental losses are continuously increasing. Under such circumstances, the Haryana government is preparing to form a new company named Haryana Agro DISCOM, but agricultural feeders for farmers in Haryana are already separated and all their work is done through tenders. Therefore, there is no need for this Agro DISCOM. The process of issuing a parallel power distribution license to Eleven Power Private Limited Company in Gurgaon and Nuh districts is currently under consideration by HERC. Therefore, the Joint Action Front requests you to immediately cancel the formation of Haryana Agro DISCOM, the process of granting parallel distribution licenses, and the installation of smart meters in Haryana.

The Joint Action Front also wishes to bring to your notice that all officers and employees of the Haryana Electricity Department (DHBVN, UHBVN, HVPNL, HPGCL) are currently suffering under extremely adverse conditions and the neglect of their just demands. Despite repeated attention drawn by all organizations for improving the department’s working system, protecting employee self-respect and service security, and providing better service to consumers, no positive steps have been taken regarding these demands.

In protest against privatization policies and the neglect of employees and engineers, the Joint Action Front has unanimously decided that all electricity employees and engineers of the state will go on a 3-day complete strike on 11, 12, and 13 August. If concrete decisions are not taken after sympathetically considering our demands prior to this period, the government and administration will be fully responsible for any industrial unrest that arises in the future. If any official notification regarding the formation of Agri DISCOM is issued by the government, this letter/memorandum itself should be considered an advance notice for an indefinite strike from our side without any separate notice.

Therefore, you are humbly requested to take an immediate positive decision on the above demands, keeping in mind the interests of the power sector, uninterrupted power service to lakhs of consumers, and the future of thousands of employees/engineers.

Haryana Electricity Employees and Engineers Joint Action Front

Demand Charter

1. Cancellation of privatization processes in the power sector:

(i) The proposal to form Haryana Agri DISCOM should be withdrawn immediately.

The formation of Agri DISCOM is against the service, security of employees of power corporations, and the interests of farmers and consumers. No meaningful/fruitful objective will be achieved by creating Agro DISCOM, hence this proposal should be withdrawn immediately.

(ii) The proposal to privatize power distribution in Gurugram and Nuh should be canceled immediately.

A parallel private distribution license is not a practical solution for power sector reform because no dedicated Right of Way (ROW) is available for it. This proposal goes against the public electricity system, employees, farmers, and consumer interests. Hence, this privatization process should be canceled immediately.

(iii) The listing of power sector companies (HPGCL / HVPNL / DISCOMs) on stock exchanges and TBCB (Tariff Based Competitive Bidding) projects should be stopped immediately.

Listing processes on stock exchanges and TBCB projects in HVPNL should be halted immediately, as this is another form of privatization in this sector.

(iv) The process of installing smart meters should be stopped immediately.

Smart meters are not in the public interest of the power sector. Therefore, they should be stopped with immediate effect.

2. Amendment in Ex-Gratia Policy 2019:

(i) The conditions regarding the first 5 years of service and the maximum age limit of 52 years should be abolished.

(ii) The new Ex-Gratia policy notified by the Haryana Government should be implemented in the department without any amendments.

(iii) Educational qualifications for L.D.C. and U.D.C. posts in DHBVN/UHBVN (B.Com and M.Com) should be revised to 12th standard for LDC and general graduation for UDC so that eligible employees get equal opportunities.

(iv) LDC employees appointed under the Ex-Gratia policy on the lines of UHBVNL should be granted all types of benefits from their Date of Joining instead of their Date of Type Test.

(v) If the family of a deceased employee does not accept a job, the LAST PAY DRAWN of that deceased employee should be paid to the family until the employee’s retirement date, and the restriction up to a certain age limit should be removed.

3. Necessary restructuring should be implemented in HVPNL / HPGCL as well, and flaws in the restructuring carried out in DHBVN/UHBVN should be removed:

(i) Necessary restructuring should be carried out in HVPNL and HPGCL to create new posts. Similarly, keeping current workload and future needs in mind, comprehensive restructuring should be implemented in HVPNL and HPGCL, and newly created posts should be filled quickly through promotion and direct recruitment.

(ii) New posts were created after restructuring in DHBVN and UHBVN, but to date, Superintending Engineers have not been appointed in three new circles (Charkhi Dadri, Nuh, and Hansi districts), nor have 24 new divisions approved by the bureau been formed/created.

(iii) Recreation of clerical staff and peon posts: During restructuring in DHBVN and UHBVN, an extreme and impractical reduction was made in clerical staff (LDC, UDC, Assistant) in division and circle offices and peon posts in field offices, increasing the workload in offices and affecting administrative and consumer services. Therefore, based on actual operational needs, these posts should be recreated and reinstated.

(iv) Posting and transfer powers for employees and officers of every cadre should be vested with the respective Managing Director (MD).

4. Abolition of Online Transfer:

Online Transfer Policy should not be implemented in all four utilities of the power service because technical expertise and experience are more necessary for efficient operation of the department than administrative efficiency, which is completely ignored in the existing policy. If this policy is implemented, it will severely adversely affect departmental efficiency, safety of employee life and property, morale, and services received by consumers.

5. Old Pension Scheme (OPS) should be implemented:

The Old Pension Scheme (OPS) should be reintroduced for all electricity department employees in the state so that retired employees receive financial security and social stability.

6. Demands of Engineers:

a) Publication of the Seniority List must be compulsorily done in a time-bound manner in the month of December every year to avoid unnecessary litigation and petitions.

b) Eligible officers should be granted promotions and Time Scale on time through DPC, and DPC meeting schedules should be fixed and mandatory at least once a month.

c) Time-bound disposal of charge sheets and Show Cause Notices (SCN) of the engineering cadre.

d) Implementation of an online ACR/APAR system on the lines of the ‘SPARROW’ portal.

e) Ensuring the availability of technical staff at the SDO Operations level as per approved norms to minimize power supply downtime.

f) Permanent solution to the problem of material shortage/untimely availability for new connections (except Poles, Conductors, Cables, and Transformers) to avoid inconvenience and harassment at the Sub-Divisional Officer (SDO Operations) level.

g) Reviewing the old Delegation of Powers (DOP) and making amendments according to current requirements and office conditions, with an annual review conducted.

h) Mandatory posting on BBMB share quota posts in all HPUs (Haryana Power Utilities).

i) The Online Transfer Policy restricts posting in the Home District; however, considering the practical functioning of DISCOMs, relaxation should be provided.

j) Provision of Air Conditioners (AC) and official vehicles in offices for SDOs / SSEs.

k) Provision of an Emergency Response Team at the Sub-Divisional Officer (SDO Operations) level.

l) During the high-workload summer peak season (May to August), official phones of SDO Operation should be allowed to be kept at Complaint Centers during nighttime, as officers remain available within the sub-division area for emergency situations.

7. Regularization and Equal Pay Policy for DC Rate / HKRN Employees:

(i) All temporary employees working through DC Rate / HKRN should be regularized quickly by formulating a simple and permanent regularization policy, and until then, they should be granted service security and equal pay benefits.

(ii) Equal pay for equal work policy should be effectively implemented.

(iii) Employees earning more than Rs 21,000 should also be given ESI benefits.

(iv) Compassionate appointment should be given to dependents in case of accidental death on duty.

(v) All HKRN employees who have completed three years or more of service should be provided stability of service and other benefits under the provisions of the Security of Service Act Haryana.

(vi) DC Rate / Contract / HKRN employees should be given Accident Insurance, Medical, and LTC facilities equivalent to regular employees.

(vii) After ensuring full compliance with 20% reservation for Scheduled Castes (SC) and 27% for Other Backward Classes (BC), all eligible contractual and HKRNL employees should be regularized.

(viii) DC rate employees have not received any annual increment since 2022. Their annual increment should be given along with arrears.

8. Increase in employee allowances and risk allowance:

(i) Allowances for engineers across all Haryana Power Utilities (HPUs) should be practical and uniform.

(ii) A risk allowance of Rs 7,000 per month should be given to all temporary and permanent employees who risk their lives to keep the state illuminated.

(iii) Time Scale should be implemented for employees on the lines of officers, and until its implementation, current ACP time limits should be revised to 5, 10, and 15 years.

(iv) Medical Allowance should be increased to Rs 5,000 per month.

(v) Conveyance Allowance should be increased to Rs 5,000 per month considering rising inflation.

(vi) Shift Duty Allowance of Rs 1,000 per month should be implemented.

(vii) Education Allowance should be made Rs 5,000 per month.

(viii) 500 units of free electricity per month should be provided to every employee, and this benefit should also be extended to temporary employees.

(ix) Every employee upon retirement should be given an amount equal to one month’s salary as a Retirement Gift.

(x) Uniform and washing allowance should be provided equally to all technical and clerical employees, whether temporary or permanent.

(xi) “No work no wages” should be canceled, and leave of allowable type should be granted as before.

(xii) Existing errors and impractical rules in MOUs signed with banks should be resolved.

9. Policy Issues Related to Employee Welfare

(i) Inter-Utility Transfer Policy: Since most recruitments for all four utilities are conducted jointly and employees are not given a choice of utility at the time of appointment, an option for Inter-Utility Transfer should be provided to all employees.

(ii) Transfer of employees working in outer zones: All employees including ALM, LM, AFM, JE, LDC, UDC who have been transferred outside their home circle should be transferred back to their home circle or adjacent circle.

(iii) Promotion under Common Cadre: Seniority lists for all posts under the common cadre should be issued soon, and the promotion process from LDC to UDC and UDC to Assistant posts should be initiated immediately.

(iv) Increase in Unqualified Quota for clerical employees: Unqualified Quota under the clerical cadre should be increased from the current 25% to 50% so that experienced long-serving employees get proper advancement and promotion opportunities.

(v) Promotion and posting from ASSA to SSA, ALM to LM: Promotions from ASSA to SSA and ALM to LM should be made quickly, and post-promotion, employees should not be sent outside their home circle so they can work near their residence while maintaining departmental efficiency.

(vi) ACP, Loan, and Promotion benefits should not be withheld due to charge sheets/show cause: Withholding of Assured Career Progression (ACP), Loan, or Promotion benefits should be stopped for employees against whom only a charge sheet or show-cause notice is pending and no guilt has been proven.

(vii) Career promotion pathways for Junior System Engineers (JSE) Cadre should be opened.

(viii) The Electricity Department is an engineering department; hence, separate posts for Drawing Cadre (such as JDM, HDM, CHD, CDM, etc.) should be created specifically from SDO offices up to Chief Office levels, similar to other engineering departments. Educational qualification for these posts may be fixed as a Diploma in Electrical Engineering.

10. Implementation of Reservation Policy in Haryana Power Utilities (HPUs):

(I) Maintenance of Roster Register and filling of backlog posts: Preparation and regular maintenance of Roster Registers for all categories should be ensured, and pending backlog reserved posts for Scheduled Castes (SC) and Other Backward Classes (BC/OBC) should be filled in a time-bound manner.

(II) Reservation benefits in promotion: Employees acquiring higher educational qualifications should be granted reservation benefits at the time of promotion from lower to higher posts according to existing reservation policies, constitutional provisions, and applicable rules.

11. Medical Facilities and Cashless Mediclaim Policy:

A Cashless Mediclaim Policy should be implemented for all employees and retired staff. Additionally, full medical facilities should be provided to NPS employees, DC Rate/HKRN staff, and their families even after retirement or death.

12. Redressal of Pay Anomalies:

(i) Grade pay and pay scale of Accountants and Section Officers (SO) should be revised on the lines of the Finance Department.

(ii) Deputy Superintendent (Head Office) should be granted Grade Pay of Rs 4200 on par with parallel posts in HVPNL to follow the policy of equal pay for equal work.

(iii) All pending anomalies related to 6th and 7th Pay Commissions should be resolved quickly.

(iv) Laptops should also be provided to Divisional Accountants, Deputy Superintendents, and JE/JE-I on the lines of SDOs, as all financial and administrative work is now conducted on online portals. Data cards (Internet Connectivity) should also be provided to ensure continuity of work.

13. Free units for retired and family pensioners and LTC benefits to family pensioners:

i. The benefit of free electricity units should be provided to all retired pensioners and family pensioners working in the department.

ii. LTC (Leave Travel Concession) benefits should also be made available to all family pensioners by the department.

iii. The commutation recovery period should be limited to 10 years 8 months instead of the current 15 years.

14. Necessary Relaxation and prompt conducting of Type Tests:

For employees in all four power utilities whose type test has not yet been conducted, type tests should be organized promptly. Furthermore, necessary relaxation should be granted as per existing rules so that employee promotions, ACP, and other service benefits are not affected due to delays in conducting type tests.

15. Provision of creche for female employees:

In offices where 5 or more female employees are working, creche facilities must be made available according to prevailing rules so that female employees get a safe, convenient, and family-friendly work environment.

Proposed Agitation Program:

29 July 2026:

Circle-level protest demonstrations will be organized in all circles of the state, and a memorandum addressed to the Hon’ble Chief Minister, Government of Haryana will be submitted through the respective Deputy Commissioner (D.C.).

03, 04, and 05 August 2026:

Unit-level protest demonstrations will be organized in all units of the state, and employees will be mobilized and sensitized regarding the proposed strike.

06, 07, and 08 August 2026:

Protest demonstrations will be held in all sub-units of the state, and awareness will be raised among the general public by visiting village to village regarding potential adverse effects of Haryana Agri DISCOM, power distribution privatization, and other privatization-related policies.

11, 12, and 13 August 2026:

Electricity employees and engineers across the state will jointly observe a 3-day complete strike.

Note:

If any official notification regarding the formation of Agri DISCOM is issued by the government, this letter/memorandum itself should be considered an advance notice for an indefinite strike from our side without any separate notice.
