Strike notice given to the Chief Minister by the Haryana Electricity Employees and Engineers United Struggle Front
With the connivance of the government, the Haryana Electricity Regulatory Commission (HERC) took an anti-public and anti-employee decision on 18 October to grant a parallel distribution license for 25 years to a private company, ‘Eleven Power’, for Gurugram and Nuh districts. Haryana is the first state to grant a parallel distribution license in this manner, where a complete disregard has been shown towards the public, consumers, and all rules and regulations provided under the law. The government is moving towards the privatization of the public electricity sector, the consequences of which will have to be borne by consumers, farmers, and employees in the coming time.

To,
The Hon’ble Chief Minister,
Government of Haryana, Civil Secretariat, Sector-1, Chandigarh.
Subject: Revised notice for a 3-day statewide complete strike on 22, 23, and 24 October 2026, against the privatization of the power sector and the overlook of the notice.
Reference: Previous strike notice given by the United Struggle Front dated: 15.10.2026
Sir,
Through this letter, the Haryana Electricity Employees and Engineers United Struggle Front want to bring to your attention that due to the government’s failure to pay attention to the previously given strike notice and the continued implementation of anti-employee and anti-consumer decisions, the situation has become extremely critical. With the connivance of the government, the Haryana Electricity Regulatory Commission (HERC) took the anti-public and anti-employee decision on 18 October 2026—just a day before Dussehra—to grant a parallel distribution license for 25 years to a private company, ‘Eleven Power’, for Gurugram and Nuh districts. Haryana is the first state to grant a parallel distribution license in this manner, where a complete disregard has been shown toward the public, consumers, and all the rules and regulations provided under the law. The government is moving towards destroying the public sector, the consequences of which will have to be borne by consumers, farmers, and employees in the future.
A conspiracy is being hatched to break the back of the government electricity corporation (DHBVN) by handing over high-revenue-generating sectors to private hands. Despite the assurances given by the Hon’ble Power Minister in the meeting on 10 August, no positive action was taken by the government on the Front’s charter of demands and notice, nor was the previously given notice respected. On the contrary, the process of handing over the electricity department to private hands has been further accelerated.
Therefore, in opposition to the government ignoring the notice and HERC’s black decision, to protect the rights of all electricity employees, engineers, farmers, and general consumers of the state, the United Struggle Front has decided to intensify the agitation with immediate effect and has announced a 3-day statewide complete strike on 22, 23, and 24 October 2026.
Through the notice, the United Front had informed you that if the privatization policies are brought to the ground by the government, this memorandum itself should be considered as an advance notice for an indefinite strike without any separate notice. Therefore, after the issuance of the license to Eleven Power by HERC, the United Front feels that the government has no plan to talk, and therefore, all electricity employees and engineers are forced to go on strike.
Revised schedule of the strike:
|
Date & Time |
Program of Agitation / Protest |
|
22, 23, and 24 October 2026 (3-day strike) |
There will be a continuous 3-day full statewide strike of electricity employees and engineers across the state. |
If a concrete decision on our legitimate demands is not taken and cancellation of the parallel license is not implemented before this period, the government and administration will be fully responsible for any industrial unrest arising in the future.
Therefore, it is our humble request to you that, keeping in view the public interests of the power sector, the uninterrupted electricity service to lakhs of consumers, and the future of thousands of employees/engineers, you kindly take an immediate positive decision on the demands given in the notice. With thanks.
