All working people have seen that whenever it becomes impossible to suppress people’s struggles, different governments form “special committees” to provide “recommendations”. Such committees then keep delaying their reports or findings, hoping that public anger will cool down. However, when it comes to protecting the interests of the capitalist class, such committees work day and night and hurriedly issue their recommendations in favor of those capitalists. Employees and engineers of Haryana’s electricity sector have experienced the very same thing.
Electricity sector workers and engineers in Haryana have been waging a fierce struggle against the privatization of the power sector. The Haryana government made every effort to suppress this agitation. In response, the employees and engineers announced a strike on August 11, 12, and 13. The Haryana state government again made all attempts to crush their struggle, even seeking assistance from employees and engineers of neighboring states; however, the National Coordination Committee of Electricity Employees and Engineers (NCCOEEE) and the All India Power Engineers Federation (AIPEF) advised their members not to assist the Haryana government. When it became evident that the strike would succeed, the Haryana state government gave a written assurance on August 10 stating that it would oppose the proposal for parallel distribution licenses in Gurugram and Nuh and halt the process of creating an agricultural DISCOM. Concurrently, however, it constituted a so-called “expert committee” to give recommendations on parallel licensing. In just two weeks, the committee completed its inquiry and recommended that there is nothing wrong with issuing parallel distribution licenses.
The state government has openly betrayed the power sector employees and engineers of Haryana.
The employees and engineers of Haryana’s power sector have immediately resumed their agitation. They have issued an appeal condemning the government’s betrayal and urging all employees, farmers, and consumers to join the struggle against privatization (attached).

Subject: Appeal to join programs called by the Haryana Power Employees and Engineers against the sale of power corporations.
Dear Comrades,
It is submitted that contrary to the agreement reached on August 10 with the Haryana Power Employees and Engineers Joint Struggle Front, the Haryana Government is going to create a separate agricultural distribution corporation in Haryana. The formation of this separate agricultural distribution corporation will adversely affect farmers and general consumers. By granting a parallel license, the Haryana Government is working to sell Gurugram and Nuh to a private company, which will lead to electricity being sold at high rates, the stoppage of cheap subsidies given to farmers, and adverse impacts on agriculture. The Haryana Government is attempting to install the smart meter scheme across all cities and villages, which will increase electricity bills manifold. Electricity rates will also become expensive. Electricity will go beyond the reach of farmers and the common man.
Therefore, the Haryana Power Employees and Engineers Joint Struggle Front appeals to all farmers, employees, laborers, and public organizations to unite in opposing the government’s policies and participate in the programs called by the Haryana Power Employees and Engineers Joint Struggle Front, so that the power department built with public tax money can be saved.

Expert Committee Report
A petition has been filed before the Haryana Electricity Regulatory Commission (HERC) by a private company, Eleven Power Private Limited, Gurugram, for a parallel electricity distribution license (Parallel License) in the Gurugram and Nuh revenue districts of Haryana. This company is one year old, incorporated on June 06, 2025. Eleven Power has formed a consortium with three companies: HEC Infra Projects Limited, Ahmedabad (Gujarat); Advait Energy Transitions Limited, Ahmedabad (Gujarat); and Vision India Services (VIS), Noida. Under the Electricity Act, 2003 and the Distribution of Electricity Licence (Additional Requirements of Capital Adequacy, Creditworthiness and Code of Conduct) Rules, 2005 (amended 2022), the key eligibility criteria for obtaining an electricity distribution license in the power sector are:
- Capital Adequacy
- Creditworthiness
- Adherence to the Code of Conduct
The company has proposed a capital investment of approximately ₹4,717 crore, with an equity component stated at approximately ₹1,415 crore, and the company’s paid-up capital is ₹1 crore.
Recommendation
After examining all evidence and documents, the expert committee has reached the conclusion that there is no objection to granting the license to Eleven Power Private Limited, Gurugram.
