Announcement of agitation against breach of promises to electricity workers: Joint Struggle Front

Press Release, Rohtak

10 October 2026

The Haryana Electricity Employees and Engineers Joint Struggle Front has announced a statewide agitation, accusing the government and corporation management of failing to fulfill promises regarding resolving workers’ demands. The Struggle Front criticized the government’s policies on issues concerning electricity employees, engineers, farmers, and consumers, including the creation of the Agricultural Distribution Corporation, the issuance of parallel licenses in Gurugram and Nuh, the implementation of the TBCB scheme in HVPNL, and opposition to the smart metering scheme.

According to the Struggle Front, the proposed strike on 11, 12 and 13 August was postponed after talks with Power Minister Anil Vij and the corporation management, but despite two months having passed, there was no concrete solution to the demands.

In protest against this, the state level convention of Haryana Electricity Employees and Engineers Joint Struggle Front was organized today at Karmachari Bhawan, Sukhpura Chowk, Rohtak under the chairmanship of State Principal Engineer of Haryana Power Engineers Association, Puneet Kundu. The stage was conducted by Yashpal Deshwal, State General Secretary of HSEB Workers Union. Officials of various employee unions and engineer associations from across the state participated in the convention.

Representatives of All Haryana Power Corporation Workers Union, HSEB Workers Union Headquarters Bhiwani, All Haryana Scheduled Caste and Backward Class Union and Haryana Power Engineers Association participated in the convention.

Concerns raised over parallel licenses and the Agricultural Distribution Corporation

Senior leaders of the Struggle Front, Chairman Devendra Singh Hooda, President Iqbal Chandana, and President Vijendra Brar, stated that the Front opposes the plan to issue parallel licenses in Gurugram and Nuh. According to them, the revenue generated by DHBVN from Gurugram is crucial for the power distribution system and cross-subsidies. Implementing a private licensing system is likely to adversely impact subsidies for poor consumers and farmers, as well as the financial health of government power distribution corporations.

The leaders stated that the impact of private companies’ participation in the power distribution system on consumer interests should be seriously evaluated. Citing the examples of BSNL and the Chandigarh power system, the Front emphasized the need to strengthen public institutions.

Regarding the proposal for an Agricultural Distribution Corporation, the Front stated that agricultural feeders in Haryana already exist separately, and farmers are supplied electricity according to a fixed schedule. Questioning the need for a separate Agricultural Distribution Corporation, the leaders expressed concern that this could impose additional financial burdens on farmers and disrupt the existing cross-subsidy system.

The front clarified that it would oppose policies that sell the assets of power corporations, implement private licensing system and weaken the public power system.
